Position Description
The Field Officer- Livelihood will oversee the implementation of the Nutrition & Resilience livelihood project in the respective district/AP ensuring compliance with WVIN’s sectoral and quality standards, Government’s policies and industry norms as provided to their role. The role will be responsible for implementing the project and monitoring the performance of field mobilizers, ensuring that project staffs have access to appropriate technical and functional support, and managing relationships with sectoral key stakeholders including Local Governments at the field level
The incumbent strives in empowering community groups, households and institutions to address and manage the issues to sustain. The local resources are managed well to effectively run the project interventions for a longer run.
This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities. Along with this, the incumbent requires to integrate with other sectors and cross cutting themes to yield broader impact more effectively and efficiently.
Reports to: Program officers
Major responsibilities
- Support targeting and verify selection of participating households
- Supervise and mentor Facilitators so that they can perform their duties effectively
- Support project coordinator in oversee interventions to ensure effective and timely implementation
- Oversee participant performance through household spot checks
- Develop training curriculum and train Facilitators on the Graduation programme objectives, implementation process, and expected outcomes
- Identify basic services including health, education, safety nets, and community support groups, that participants can be linked with and make a plan of engagement
- Regularly review-monitoring data to ensure programme implementation activities and participants’ progress are on track and report the progress.
- Liaise regularly with field level staff and senior management about programme progress, challenges, learning, and decisions
Competencies:
A. Academic Qualification and Experience:
Bachelor degree in Agriculture Science or relevant discipline with three to five year of experience in related project (preferably Ultra Poor Graduation Model for UGP & Market led agriculture for BSL
B. Sector Knowledge:
- Knowledge on Ultra-Poor Graduation project model
- Promote and support Savings for Transformation (S4T) in the community.
- Facilitate & support for economic empowerment of most vulnerable especially women.
- Contribute to evidence building for livelihoods
- Knowledge on project model especially on Agriculture (CA, Agri Dev. NSA), NRM and DRR (FMNR, CBDRM), Market Development (LVCD), Alternative livelihood (TVET, SYIB, BF))
C. Project Management:
- Good understanding on operation issues like timely and quality delivery of services, good planning and monitoring skill.
- Good understanding on donor reporting system and capacity to meet the standards
- Good understanding on the Implementation guideline and able to mentor it to the project staffs
- Good knowledge on the project management tool
- Sound knowledge & skill on project risk analysis and management.
- Good Analytical Skills to analysis project related data and incorporate in the report
- Good ability in report writing skills for developing the periodic report like monthly, quarterly, semi-annual and annual
- Monthly and quarterly target and expense tracking and review of expenses
- Monthly budget forecast and planning skills and able to manage the finance efficiently
- Verification of vouchers and guide to project staffs while support needed
- Meet financial requirement and deadline as per compliances
- Good understanding on financial management system like supporting documents for voucher, advance settlement process, managing the under-spends etc.

Job Discription of SCM & Admin Officer
Job Title: SCM & Admin Officer
Position Description: This position is responsible for execution of sourcing process until the payment process on all requisitions for goods, works and services and to ensure general purchases and supplier relationship are carried out in alignment with WVIN’s Partner Procurement Guideline and PNGO’s Procurement Policy.
He/she will also assist in the development of high standard of accountability and transparency in procurement of goods and services.
Reports to:
1. Major responsibilitiesManaging Purchasing Requisition, Executing and Solicitation of Sourcing Methods and Implement Strategic Sourcing
- Identifying customer alternatives and facilitating access to the ‘best value for money’ for all products and services;
- Ensure major / recurring procurements are under strategic sourcing initiative;
- Propose innovative solutions to increase efficacy through evidence based analysis for consumption by financial and operational dimensions, including price, quality and service;
- Support in improving spending behavior, process, utilization, and optimize total throughput yield
- Review and process Purchase Requisition (PR) in Supply Chain Automation and Integration (SCAI) platform/ authorized systems.
- Lead in implementation and execution of sourcing process including preparing solicitation documents, sending documents to preferred/potential suppliers, collating all necessary documents and recommending vendors/suppliers to relevant authorities including Purchase Committee (PC).
- Ensure procurement biddings requirement is in place for assigned purchase request (quotation registration from, sealed bids, sample verification report and so on)
- Contacts and receives formal quotes from appropriate suppliers; compares costs and evaluates the quality and suitability of equipment, materials and supplies.
Contract Management
- Assist to increase the cost saving through healthy negotiation and ensure to effective and efficient service and fast and flexible.
- Lead negotiations for strategic and large supplier contracts.
- Manage long term supplier relationships.
- Maintain the supplier relationship without compromising the ethics and value of procurement principles.
General office administration and logistics management
- Effective vehicle management for staff, when required to travel to field and transportation of goods
- Prepare and process for settlement of office utility expenses such as water, electricity, kitchen supplies, office supplies and so on
- Coordinate and facilitate events/workshops/accommodation. This will include coordination with hotels/catering service providers, raising Purchase Orders and settlement of Invoices
Payment/Invoice Processing
- Process vendor’s invoices; and forward to assigned finance staff for further process.
- Coordinates purchasing details with supplier including pricing revisions, order cancellation and invoice discrepancies.
- Oversee the payments and controls expenses by receiving, processing, verifying, and all reconciling invoices.
- Reconciles processed work by verifying entries and comparing system reports to balances.
Risk Management, Compliance and Review
- Prepare comparison sheets and share relevant information to PC for their review and prepare necessary documentation.
- Proper filing and documentation of all procurement activities as per WVIN’s PNGO Partner guidelines and audit standards.
- Ensure the Block Party Screening (BPS) before process of procurement.
Reporting and Analysis
- Ensure correct data are fed to SCAI/ relevant authorized systems.
- Maintains all records of purchases with supporting documents (Keep all documents with separate file).
- Prepare, review and submit monthly procurement tracking report.
- Participates in issue resolution, prepare issue reports and escalate issues early and appropriately.

Job Title: Project Coordinator
Position Description:
Purpose: Project Coordinator will lead the overall project portfolio below Two hundred thousand (in figure 200,000) USD budget per annum to implement provided sectors with a cohesive integration among sectors and cross cutting themes. The child wellbeing outcomes will be the key focus to strengthen the sustainability efforts with community groups and in government systems. The team will be led with strong motivation and effective workforce management to manage effective implementation through comprehensive planning and problem solving approaches. This position has imperativeness to highlight key successes and evidences of the project through validated data, effective information management systems and case studies.
This position expects to have agile leadership to manage multiple priorities, adapting to change and incorporate learning in the Project and managerial scope. The incumbent is expected to maintain a good coordination and collaboration with internal and relevant external stakeholders to effectively manage Project. Along with this, there should be strong focus on Project sustainability efforts as envisioned by the given projects and Project.

- Master degree in the relevant field, management, social science of business studies preferred with minimum of 2 years of work experience in managing multiple projects with diverse team
- Proven ability to manage risks and promote governance to contribute on strategic outcomes
- Experience working with children and their wellbeing in both development or emergency contexts
